Welcome to the East Tennessee Chapter of ASHRAE
President Corner: (August 2008)
Jeff Gibson
It is hard to believe but summer is winding down, our children are back in school, it is almost football season and another chapter year for ASHRAE is beginning. I personally am humbled to be in the position of chapter President this year having worked for and along side so many great people in this industry, many of whom have also served in this position before me. Thank you for your confidence in me and allowing me to serve as your President. I feel equally as fortunate to have a board of governors that has worked very hard to serve you as chapter members and make this upcoming year a success. Please be sure to thank each one of them for their efforts in making our chapter grow.
I am excited about the content of the meetings we have planned over the next few months. Many of which involve changes in our industry that will radically impact the way we design, market and serve our community and frankly will impact our very ways of making a living.
Our upcoming September meeting will be a glimpse into this near future with a presentation by recent ASHRAE society President Terry Townsend.
The title of Terry’s presentation is "How ASHRAE is Meeting the Challenge of an Independent and Sustainable Future". This presentation will provide an inside look at the new products, certification programs, educational programs that have been initiated as well as a look into the future, both short term and long term, of what is in store for ASHRAE members. An sampling of what will be presented includes Advanced Energy Design Guides schedule for achieving 50% savings (and beyond) over Building Code requirements, Advanced Energy Guidance for existing buildings, professional certification programs, building performance labeling programs, new code-intended standards that are currently being developed for sustainable healthcare facilities and water conservation in commercial facilities, Net-zero requirements that will become a part of the Building Code for commercial facilities as well as collaborative efforts that ASHRAE members will have an opportunity to participate in both nationally and internationally. ASHRAE is truly moving forward "at the speed of business" in developing its programs and products for achieving an independent and sustainable future....the train has left the station. Are you on-board?
Region VII 2008 CRC:
The 2008 CRC held in Memphis TN, was well attended by our chapter with 12 members registered... earning our chapter the Flying Eagle Award for the most miles traveled by a chapter.
While there, our chapter picked up quite a few individual awards and chapter awards.

Steve Sturgeon was presented a certificate of appreciation for his service as research promotion chair.
The Chapter won:
PAOE – Honor Roll
Research Promotion Full Circle
Presidential Award of Excellence
Flying Eagle Award for CRC Attendance
While there Jeff (serving as the Chapter Historian) took plenty of pictures at the awards luncheon and at Grace Land, the home of the late great Elvis Presley.
March Meeting question follow up: During the March meeting, there was question asked as part of the lively discussion regarding climate change. Dr. Richard Kelso, ASHRAE Fellow and Life Member has provided a response:
I have attached these in response to a question raised at the meeting last week about what ASHRAE is doing. A follow-up question, if I understood correctly, was, "Why isn't ASHRAE researching climate change?" My response would be that we are HVAC engineers, not climate scientists, and we should be researching what we know best and leave science to the experts in that field (and US and UN funding).
are the 2004 Climate Change Position Statement and a Legislative Brief for Congressmen & Senators issued by the Washington Office. The Position Statement is set to expire and a committee has been appointed to update it. Our own Van Baxter is a member. Here

There are new programs (to include professional certifications), new publications, and new initiatives, including code changes, that will have a significant impact on all of us within society as well as locally.
Today’s “Cookie Cutter” designs will have to change in order to maintain compliance with coming code requirements for mechanical designs. This is a presentation that should be of interest to all our members, Engineers, Designers, Contractors, as well as Sales reps.

We ended our 2007 -2008 Program Year with a presentation from Steve McDaniel, from the Knox County Department of Air Quality Management. Mr McDaniel came to discuss the Air Permit requirements in Knox County. There was an impression that air permitting rules had recently changed but according to Steve, that’s not the case. The current permit requirements have been on the books for several years just everyone may not be aware of them. According to Steve all potential commercial air contaminant sources need to be reviewed and permitted by his office i.e. boilers, furnaces, water heaters, standby generators, etc. Generally, water heaters and units below 5 Million Btu/Hr Input will be exempted but it is preferred that ALL Contaminant Sources for a Facility be listed on the Permit application so that the Air Quality Management office is aware of what is in the facility even if it is exempted from monitoring. Permitting needs to be requested during the project design phase once the equipment has been determined so that a construction permit, for the source, can be issued and the construction monitored by the Air Quality Management Office. Once construction is completed, an operating permit for the source must be requested by the source owner and granted for the source to be operated. The Air Quality Management Office will even assist in calculating the data required for the air permit. The size of the potential pollution source will determine if pollution control equipment will have to be installed. These requirements and questions/answers can be determined during the permitting process before the actual construction begins. Consequently it’s important to involve the Air Quality Management Office and the Owner early in the project to prevent surprises down the road. Once constructed and permitted the contaminant source will be subject to monitoring by the Air Quality Management Office. Mr. McDaniels presentation was informative and well received by those in attendance.
